Caerwent Community Council

Chairman's Report

April 2007

CAERWENT COMMUNITY COUNCIL

Residents contacted us this month about the concerns over Merton Green.

Members of the Council have now met with the senior Development Plans Officer of MCC.  They assure us that when the site is purchased and a planning application comes in, this Council, along with any interested members of the Public (via ourselves) will be able to air their views.  It may well be that initial plans will be vetted for suitability before they come before the public, otherwise we will have endless rounds of consultations.

Concerns have been raised about the speed limit on and access over the A48 both now and when the new development takes place.  MCC are currently consulting over a 30mph limit and a number of pedestrian crossings.  Final discussions on this will be embodied in the consultation mentioned above.

Apologies are due to residents of Crick who were promised an end to the cones and the red and white posts near the railway bridge.  Have faith - the project is progressing!

Residents of Dinham Road etc are having a hard time as a result of the collapse of the bridge at the Westgate entrance to the MoD base.  For the time being whilst a solution to the problem is worked out, all military vehicles are supposed to use the Eastgate entrance at Crick.  The result of vehicles such as Wormtech using Dinham Road will inevitably cause disruption and this is regretted.  However, it is to be hoped the situation will be resolved before too long.

Mums in Llanfair Discoed requested a composite play feature including a slide etc at the play site.  This has now been installed thanks to the generous donation from the Llanfair Village Hall fund.  As mentioned some months ago this is the last of the fund and it is now being wound up.

We informed residents a few months ago that we would be in consultation over the Supplementary Planning Guidance especially relating to Policies H13 and H15.  These affect extensions to properties in the countryside and were felt by many to be too restrictive.  We had a very frank discussion with the Officer who met with us, during which time we impressed upon him the need for common sense to prevail when consideration is being given to a planning application.  He took our views back with him and we await the results of the review with interest.  Hopefully, some applications currently falling foul of the existing regulations can be revisited.
