Chairman's Report

January 2002

May we start this year by wishing you all a Happy and Prosperous New Year.

It appears that Chepstow Races have a rival locally in that there have been some instances of Horse Racing on the A48...
It was, no doubt, quite a surprise for those who saw what was going on but it's a hazard in any event and the police are anxious to hear from anyone who sees anything in future as they hope to put an end to any re-occurrence before an accident occurs.

Our thanks to the local resident at St Brides who e-mailed the council regarding his concerns over various highway matters. The responsibility of this council is to pass on the views of local residents regarding any matters of concern to them.
All matters of concern and suggestions for solutions are passed on as a matter of course to the appropriate department at County Hall and indeed, the local Councillor on Monmouthshire County Council, Graham Down, regularly re-inforces those views, and reports back to us on the representations he has made.

There is however a considerable lack of funding for road repairs in particular, and although every effort will be made to try to get repairs, improvements, speed restrictions and similar, we have to take the lack of money into account when expecting action. However "he who shouts the loudest"...!

Play areas are getting more attention soon. The Llanfair site will soon get repairs to the rubber tiles and new, additional, apparatus will be supplied thanks to the Trustees of the Llanfair Village Hall Fund.

At last the flood prevention works at Crick have been carried out. Lets hope successfully. On the matter of flooding, Wessex Water have agreed to "Jet out" the pipes at St Brides to try to stop the sewage problem. We will see!

How many of you took advantage of the open weekend over the Christmas/New Year holiday at the Army Training Area? Opportunities were there to visit the old villages and explore the base facilities both on foot, by cycle or in cars. Very soon some light industrial use will come to site to help pay for the continued maintenance of the base as a training area.
We are sure that no one wants to see the other alternative, which could lead to large scale housing at the site. However we, as a council will to our best to ensure that any development will be as unobtrusive as possible, both visually and from the point of view of any noise that might be created.

There is a strategic review of the "Educational Need" in Monmouthshire. The review is to decide how to re-model provision to reduce surplus capacity.
They will be looking at catchment areas altogether, the possible abolishment of Infant Schools, a minimum of 210 pupils for every school, and an increase in nursery education.
This Council takes the view that any review of Catchment Areas would be detrimental to the Caerwent Community and that the transport arrangements that are currently in place should continue. We will keep you informed of any developments in due course.

If anyone wants to e-mail the Council on any matter the address is CaerwentCouncil@aol.com.

Phil Murphy
Chairman, Caerwent Community Council
